    Probably a reasonable thing to do with a mass produced item readily resold or fenced & not going to be melted down. At least lets you prove it's yours if by some chance you come across it again.

    I believe you are correct in that it just means "Made in Tula." The ВѢ is equivalent to В in modern Russian, and "В" means "IN" (capitalized here because the letter appears to be capitalized in Russian).
