    In the 2nd photo down that is a dark area,there appears to be popped bubbles or pits.

    It's not, it's stippling texture from a blade or tool.

    I have carved ivory and they don't look like tooling marks.

    I'm convinced - even if it is a bit "white", that this piece IS a miniature Meiji period ivory carving.

    The top characters read 'to me' as 牙齿 - Tooth/Teeth.

    Not sure of the bottom character.

    thanks for tagging me clu,yes i believe this is japanese.i try to cecipher the mark,the first word as couch potato said it could be a ya in chinese or ge in japanese mean teeth/ivory,so my guess the mark is stating this is a ivory,good luck!
