Yes, she is. But the lady in the watercolour isn't.;) Not all Russian costumes have the sarafan, just like not all have the kokoshnik, the beaded diadem. The sarafan was introduced by Peter the Great, as part of introducing a strict dress code. Ladies in the palaces had to wear Western dress, outside the palaces the city ladies wore a sarafan. The sarafan became more popular in the 18th century. As usual the dress code didn't reach all of the population, especially not in rural areas. The word sarafan is of Perian origin, btw. In place of the sarafan, most country people still wore their traditional costume. Some of the costumes had a general Eastern European look of a skirt with a wide embroidered or appliquéd blouse with full sleeves. This style can still be seen at folklore events. The blouse can be very long and worn over the skirt. It can also be regular length and tucked into the waistband. Sometimes a vest is worn over the blouse. Imo the lady in the watercolour is wearing one of those blouses, either long or regular length, difficult to see which. But you can see that the textile of her sleeve is the same as the textile on her chest, suggesting one and the same piece of clothing. And both parts are decorated with embroidered or appliquéd bands, or maybe a combination of both techniques. Some traditional (pre-sarafan) women's costumes:
