It depicts the <a href="https://en.wikipedia.org/wiki/Ecce_homo" target="_blank" class="externalLink ProxyLink" data-proxy-href="https://en.wikipedia.org/wiki/Ecce_homo" rel="nofollow">bible story</a> of&nbsp; Pontius Pilate who showed Jesus to a crowd. This picture is one of a series of 12 made by <a href="https://en.wikipedia.org/wiki/Hendrick_Goltzius" target="_blank" class="externalLink ProxyLink" data-proxy-href="https://en.wikipedia.org/wiki/Hendrick_Goltzius" rel="nofollow">Hendrick Goltzius</a> in 1597 showing the Passion of Christ. I believe all these prints had different copper plates.
