French Street Scene Painting by Ruth M?

I just purchased this small painting. I believe it is a French street scene and it appears to be signed Ruth M 3/75. I have not been able to find out who the artist is and I would appreciate any information or comments. The painting does have some missing paint.

Of course, the copy has added and changed some things...like a dog

 

looks about right........maybe a fan of Utrillo..

 

Slightly off subject - I've seen a fair number of links displayed as underlined text as in Darryl's post. How does that happen?
