Frosted Icy Glass Bowl

What do you call that type of decoration and how it was made? Was is done by the maker? I asked long time ago ( I think on the Ebay forum) about a similar decorated bottle but I don't recall the comments.
Otherwise, probably recent piece. Feels like Spanish type of glass.
Any thoughts?

 

Check "glue chip" for the name of the decor. That's what it is called in sheet glass used in "stained" glass

Any idea when that decoration was in fashion? Or it is still made on glassware?

 

Here is the bottle that I have. Similar thick greenish glass. Wonder if those are decorated by a hobbyist. Not finding commercial ware with that chip glue.
