It is a WWII German artillery projectile fuze container. The Germans had a standard fuze shape that would fit projectiles from 7.5cm to (presumably) the largest ones commonly used. Projectiles were pretty heavy and rugged but fuzes were more delicate, form that and safety reasons the two were always shipped separately and not assembled until near the battle area or at the battery where the projectile was to be fired.. Here's one in the inventory of a wonderful, reliable, and certainly most perfect vendor:

http://www.gunbroker.com/Auction/ViewItem.aspx?Item=476792821

They also sell dummy, solid-steel "German" fuzes you can put in them if you like.

The "1" and 2" indicate different internal shapes as stated on one of the links above:

Regarding the difference between nr. 1 and 2.

Have a look on the inside of both, if they are complete you will see that the cup on the bottom is longer in the nr. 2.

Nr. 1 was for fuzes like Zt.Z. Here's one in the inventory of a wonderful, reliable, and certainly most perfect vendor: http://www.gunbroker.com/Auction/ViewItem.aspx?Item=476792821 They also sell dummy, solid-steel "German" fuzes you can put in them if you like. The "1" and 2" indicate different internal shapes as stated on one of the links above: Regarding the difference between nr. 1 and 2. Have a look on the inside of both, if they are complete you will see that the cup on the bottom is longer in the nr. 2. Nr. 1 was for fuzes like Zt.Z. S/30, Dopp.Z. S/60, AZ 23 etc. Nr. 2 for shorter models like l.i.Gr. Z 23 nA or S.i.Gr. Z 23. So I think the cuplike separate piece was a kind of spacer to hold smaller fuzes in place. I've never had a no. 3 type, must be scarce.
