First the age. i know this is the 1937-49 mark but is that with the Dresden mark make it later?
Now the damage question. The piece is white with silver which i assume is all under glaze. the tip of his beak is not chipped but the silver has been chipped off.

I would not assume the silver is all under the clear glaze.

If you get a close up shot we may be able to tell whether it truly is damaged or just a manufacturer issue. If a flaw is going to show up somewhere it's frequently on the beak tip. If that area is glazed then it was a problem getting the silver to adhere properly at the factory.

Thank you for the additional picture. I still can't tell for sure but a chip does seem likely.

I would call it more a rub mark, than a chip or a chigger bite.
I don't think the silver is beneath a clear glaze.

Mike, I would call it a "slight rub mark" on description.
I don't think it's going to stop a collector from wanting it.
