Will it hold a deck of cards?

Won't fit a deck of cards. A business card almost fits in the slot but the bottom of the slot end is slightly rounded so it won't fit down in all the way.

the low thumb notches would not be needed to pull out a card from the holder....
    imo..

Maybe for bar use, cocktail sticks in the middle to spear a slice of orange or lemon?

That sounds more likely than not. Those half rounds would be dandy for lime wedges or maybe orange slices.

Could the center section hold tongs in it?

I think maybe a double salt with toothpick center.

Thanks for the ideas. I like the idea of toothpicks and something to spear. Lemon and/or lime wedges might fit quite nicely, though it would not hold much. I found a couple sterling toothpick holders that held them horizontally and had similar notches for access to reinforce the theory.
