Goebel figurine identification

I have inherited this. How can I clean it up? Can anyone tell me anything else about it? Is it porcelain or China? Do the markings mean anything interesting? Age? Thanks

 

It is porcelain and the colors are under glaze, which means it is safe to clean. An old,soft toothbrush and some tepid water will probably do the trick. Start with a simple rinse. If the dirt is stubborn, a bit of soap won't do any harm. No dishwasher. No hard scrubbing. Pat dry with towel.
