The mark isn't HS, but it has a central axis which would indicate an I or a T.
Since you are in the Netherlands and it looks like Djokja/Yogya ware, my guess would be that it is one of the marks used by HST.
HST was one of the silver workshops in Kota Gede, the silvertown near the city of Yogyakarta, Central Java.

It isn't a hallmark, btw. Hallmarks are official marks punched by an assay office or an official guild after an item is tested. It is called 'hallmark' after the guild halls where testing and assaying used to be done.

    :)
Kota Gede is the correct place name, but this type of ware is generally known as Djokja silver or Yogya silver, after the nearby city of Djokjakarta / Yogyakarta.
Spelling changed from Djokjakarta to Yogyakarta in the 1960s.
Djokja silver of this style was mostly made during the first half of the 20th century. My guess is that yours dates from 1920-30.

The best way is to buy a 'Sunshine' cloth and rub the silver with the cloth. You will see the difference while you're doing that. Sunshine is the brand, they make the best silver polishing cloths.

If you are scared you'll rub the silver too hard, you can try silver foam first. It isn't as effective as a sunshine cloth but you will see the difference.
Silver foam comes as a paste with a sponge. You wet the sponge, dip a corner in the paste and wipe/gently rub it on the silver. You will see that it starts to foam, and you can treat the entire piece with the foam.

Ajour Djokjaware bowls on bent legs are very uncommon. Here's a list of known makers marks: http://www.djokja.nl/nieuw.html. HS (or HST or SH) in an oval frame is a relatively common mark, but surprisingly isn't illustrated at djokja.nl. I have seen a few makers marks on this kind of bowl, HSN, ZK, ND (Notodihardjo), all of which were working in the pre-War years. No Djokja silver from the 1920's looks like this. The earliest date this bowl could be is 1930, and in my opinion is more likely from the mid 1930's to early 1940's.

Use Wright's Silver cream with the enclosed sponge. Definitely don't dip in any cleaning solution! ONLY clean the highlights, not the lows between the ornamentation, which is mean to be blackened. Don't rub too hard - it is surprisingly easy and it will look fantastic.
