HELP ID ARTIST OF PAINTING I'M BIDDING ON

It's charming, as those types of souvenir paintings are. And quite an impressive size. But Jose Luis V. isn't much to go on. And would be hard to identify the pueblo as the only things I see to go on are ithe church, Señor de los Milagros, and its Andes location.
