The style is considered Navajo, but not made exclusively by the Navajo.
I am guessing the F is the maker's mark, and the arrowhead a shop mark.
I can only find the Fannie Platero (Chavez) F, which is different, and this is not her style.

The bird on the left is the Water Bird or Peyote Bird, an important symbol in the Native American Church.
The NAC was founded in Oklahoma to enable Native Americans to practice the Peyote Cult which had been introduced from Mexico. Its beliefs are syncretic, incorporating various Native and Christian beliefs.
There are many NAC members and other Peyote Cult followers among the Navajo.
