Help identifying Plaster or chalk Indian chiefs

    What are these or who might made them? They are 6 inches tall by 5 inches wide.

    maybe some type of early advertizing.......

    so they hung on the wall...with a sign below them....advertizing slim jims placed in the holes on top..........or they were for dried flowers.........

    R they 3 inches tall....or 12......./??????
