Yes - fluorite often will fluoresce some shade of some color - but I don't think it's a 100% sure test as some fluorite does not according to what I've read. Have you tried scratching the specimen with your fingernail, or with a steel nail or knife blade? Before doing the scratch test you could do the vinegar/acid test - drop a small drop of vinegar on the rock - if it fizzes (might fizz very slowly over a number of seconds) then it is calcite. If no fizz - we can pretty much rule out calcite.

Just took my UV flashlight into my dark front hall where a shelf holds various bits & pieces, including some pieces of fluorite. The shiny, translucent stone reflects back brightly, but there is no glow or change of color. Between Wiki & my minerals guide, looks like fluorite is often (the book says 'usually') fluorescent, but it seems not always.

Thank you, all! I'm now convinced that it isn't Ellensburg Blue...so I've replaced it in Hilde's Bonsai, an' given her the news. She's just happy to have it back...as often when I 'borrow' something to research it takes a while to get it back.
