It is Greek, I don't know where in Greece it was made. The double-headed bird is an eagle, symbol of the Greek Orthodox church.
Double-headed eagles feature a lot in European heraldry. They are the symbol of several aristocratic families, but also of countries, provinces, and towns.

The wall hanger and the indifferent quality leads me to think it is a relatively modern tourist souvenir piece.
To me, relatively modern is anything younger than I am.
