Help with artist's name on painting - done on cardboard that was a cheap decorative print before?

    I found this painting at a thrift store today. It looks like it's signed J. Zarate (with first A having mark above it)?
    But the unusual thing is on the back you can see it's painted on cardboard & on the cardboard there is a stamp for what was probably a inexpensive decorative print company DECORAL (and a older one - telephone number doesn't have a area code) - that the artist must have painted over?
    Not sure why I thought it - but would this be in a brutalist style?

    Zárate. Not an uncommon surname. Latin American for sure. Family fleeing burning house. But Decoral and Highway 13 No. 20-31 not much to go on. There's a Carretera 13 between Guatemala and Honduras but, of course, there could be others. Wouldn't call it Brutalist.

    What is/was Carretera 13 - a hwy?

    Yes. Highway 13.
