It does resemble some Barotse/Lozi baskets in colors and patterns, but it isn't African. It is actually a "Buka" basket, from Papua New Guinea.

The basketry originated and gets its name from Buka Island, on the northern end of the Autonomous Region of Bougainville, which is now considered a part of Papua New Guinea, but was formerly part of the Solomon Islands, and alternately under the control of Germany, Australia, Japan, the United Nations, and Papua New Guinea. Buka and Bougainville have been in the center of war and civil unrest for generations.

The baskets, considered some of the finest in the region, are now made primarily in the Highlands of Papua New Guinea, not Buka, but still called "Buka" baskets, (although some may still be made in
    Bougainville.)

Great! I did have some reservations when I noticed that Barotse basket lids fit over the lip, while this one fit inside. But I was not familiar with Buka baskets. Learn something new every day.
@Jtw1313 - it is a really nice basket.
