The letter 'J' shows fine, but the rest is a blur. If I tilt the piece I can see Ltd at the end and possibly an 'O' in front of that, so J. O Ltd. There is Jacobs and Ogus Ltd, but it shows as registered in 1919 which is after that date on these and on a cigarette case. Also, the shape of the cartouche looks rounded on mine.
