    I'm amazed there isn't a lot of damage. These were in a gallon size ziploc bag. The only damage is to the black goats horns. One horn missing and the other both have been glued.

    I'm still thinking some kind of stone. The pores in the closeup of the bottom just don't look like either bone or ivory to me. Just an opinion, based on photos, of course.

    I'm going to update this a bit. The black spots were dirt!
    I should have tried to clean them before.
    Here are some that i cleaned.

    I hope these help with the choices given, Bone? Wood? Stone? Ivory??

    Given the Schreger angles pattern (crosshatch grain characteristic of elephant ivory) on the top of the goats head....... ivory...... or ivory........but most likely ivory.... or ivory....... but I'd say ivory.

    Without the spots, I'd be likely to say ivory also.

    I agree. Based on your new photos, it looks like ivory. And the wood is probably ebony. The style of the figures looks East African to me. The rook/castle(?) may be a stylized traditional Kenyan granary.
