How old is this Etching ? Please help with the artist as well. Please Translate if you can.

Can you get a close up of the etching so we can see the texture of the paper?

 

I openened it up and ran my finger across it and the ink is lifted. This is a definite etching.

 

Here is the best I could get on this.

 

I'm not questioning the ink or if it's a real etching, I'm trying to see if it's on laid paper. I can't tell from that photo. Is there a plainer area with less ink? Laid paper is older.

The dedication is to "Monsieur Allegrin", who had lots of positions of authority in Rochefort. I looked him up on Google, and there is a passage in a French dictionary of biography which says he entered into the service of the navy at Rochefort in June 1764, and retired in August 1775, so that should narrow down the date of the engraving. The label of the framer, Georges Andrieu, has plenty of age to it too, by the looks of it!
