The parade was part of an broader campaign to end the war between automobiles and pedestrians that was killing thousands of pedestrians&nbsp; a year in NYC by this time. Basically, the Bureau of Public Safety was trying to teach and enforce the few new traffic laws to drivers, and teach the general public that they didn&#039;t own the streets anymore, and to pay attention or die.
