    Who made it, when, where...
    who is the man?
    Does the brass decoration have a special name?

    Incl brass 30 cm diametre

    I think this is one of those Japanese oddities. They made some classical portrait plates like this in the early post war years (you find some with Made in Occupied Japan stamps). Some are mounted in neo-classical/renaissance style embossed brass mounts like yours. I had a batch a while ago and it took me quite a time to find out what they were.
