Featured Inuit? Puppet

Hi All,
could this be an Inuit puppet or am I grasping at straws? 14", no idea what type of feathers those are on it, wool melton cloth on the body part, rabbit fur trim. Not finding anything really similar on google search.
any information appreciated

I believe those are partridge feathers....and I can't say NA.....unless newer Alaska...which I'm unfamilliar with..

I was half thinking hen pheasant feathers........maybe?

They look like typical rooster hackle feathers (from the neck area), used in tying flies (the kind of flies used in dry fly fishing, for those not familiar with that kind of flies )

 

I agree with rooster feathers. A variety of types are readily available as craft supplies.
