Is this some kind of church or domestic candle lighter ??

    Is this some kind of church or domestic candle lighter ?? The base is decorated with shamrock rose and thistle design. It holds a brass rod with finial on top the rod has a slider which pushes a candle wick out of one end. Can anyone tell me about this please and does it have any value?

    Wonder if it could be for lighting gas lamps.
