I’ve been eyeballing a jade piece but I know nothing about jade at all.

The seller believes it to be old, and a seal of some type.

Anyone come across anything like this?

I was curious about the little hole too. Was this mean to be strung on something?

It looks suspiciously like serpentine to me. It seems to have age.
Serpentine can be different colours, including green and red.

It doesn't seem very useful as a chop (seal stamp), it could be a talisman.
The slight staining, which does not go inside the characters, could have occured another way. If it was used as a stamp the inside of the characters would be bright red, not the occasional stain on the surface.
Using red pigment during a ritual is not unusual in Asia. It could also have been in an environment with iron oxide. And sometimes a stone is artificially stained with iron oxide to make it look like russet jade.

If you haven't bought it yet, be sure you pay for a piece of serpentine, not a piece of jade.

A nephrite jade seal stamp with the remains of red ink, also inside the characters:

A nephrite jade carving with iron oxide stains on the bottom:

A 'Lizard Complex' rock from the Lizard Peninsula in Cornwall, England, with red and green serpentine:
