Little watercolour- opinions pls

Hi all,probably not even vintage. But was wondering about this little painting (about 30x15cm). I thought nice little scene. So charming at best? Maybe a skilled amateur? Or someone with training? Was less than $2 and the frame works wel enough. Thanks for any comments.

 

That dusty pink usually means 1980s. As always, a photograph of the back would be helpful.

triple , acid free matt..... late 80's , into the early 90's sounds about right....... for the frame anyways..
