Loetz Witwe vase ?

    or simple replica ? scribbles very hard to read, could be Phenomen ?

    It doesn't look like Loetz imo, I also think it is more recent, perhaps 80's or 90's in style. Loetz did have a decorative form called phanomen, but this isn't it. Could it say 'Phoenician', which is a Maltese glass maker?
