Featured Lucien Pierre Sergent Oil Painting...Value??..French Writing On Back-Translation??

I am able to purchase this small painting (9" x 11") on board by L.P. Sergent...Most of his works sell in Europe & are much larger....I would like to know what you think the value is on this smaller piece & if anyone can translate the writing on the back...Thank you.

The writing is very faint, almost impossible to read. The second line starts with "Dragon du", dragoon of..... The line below that looks like "Espagne.....", Spain.... The writing just above the signature looks like "certifié original", certified original.

 

Thanks...Any Jewelry...It probably is describing where the battle took place & the regiment??...Certified original sounds good to me...it looks like he signed & certified it.
