The clue for me was the “A” cypher verso.

Belgian Pip, Squeak and Wilfred-equivalents? I wonder if those belonged to Poirot.(LOL)

Miniature medals were worn with evening dress, by real war heroes. Many of them former pow's or wounded in action, some traumatized for life.

There you go. It's one of those British black humour usages in many ways.

The Belgians are different, WWI hit them very hard, they still have a collective trauma from it. I think the French do too, but maybe not as much as the Belgians.

We're an odd nation - if you've ever seen 'Allo, 'Allo, first made well within living memory of veterans, and somehow made the SS funny. Go figure.

Very popular here too, and the Dutch were occupied.;) I think it was with the Belgians as well.
But then again WWII, with all its devastation, wasn't as traumatic for them as WWI. That was the first modern war, including chemical warfare. I think that was a total shock.

And on home soil. It wasn't really until the Blitz that we had that.

American military veterans often share it, along with emergency workers. Gallows humor seems to go with the territory.
