Molded Glass Napoleon Bottle Stopper

This molded glass bottle stopper is shaped like Napoleon Bonaparte and is 4 1/2 inches tall. The stopper part is 7/8 inches long and 1/2 inch in diameter. The round part he is standing on is 1 1/2 inches in diameter. The glass has a few bubbles in it. The stopper has chips.

So far a search for like items has turned up nothing. I am leaning towards it being a liquor decanter top but would like confirmation that I am on the right track. Has anyone run across this before? Any thoughts on age?
