Northwest Coast ? Wooden Eagle

    Yes, Northwest Coast Native in style, fairly well-done, and recent enough that one would expect a signature. It looks like it once had a base or feet on it, or was otherwise attached to something, and very likely the signature was on that base. It would be either native-made, or done by a non-native who has studied enough that he knows what he's doing, technically.
    I don't recognize the artist or any specific tribal style; but one possibility would be Squamish. A rather squared-off usage in the divisions of the U-forms, as seen here, is sometimes seen in Squamish carvings. The Squamish have been a stylistic melting-pot for a number of years; and this might originally have been sold in one of the shops in Vancouver BC, where one finds many Squamish carvings.
