Not sure where this was made or what it is,

    Not NA. My guess would be hobbyist/artisan. Not a traditional style from anywhere, and a technique frequently used by relative amateurs.

    Agree, definitely not Native American. I've never seen anything quite like it, however, so can't add much in the way of identification, except that it appears to be made from rattan and raffia, and that little circle start is commonly found on baskets from Lombok, Indonesia.

    The coils joined by a wrapped stitch is not a technique usually done there, however, and isn't very well-done here, so I'd lean more toward it being an amateur project, not done by someone for a retail market.
