I would think at sone stage these were garment scissors.
looking closely there are some tracing on the sides.
Any Ideas of the type of scissors and what the tracing was?

They're for gardening. This style is often used for pruning of bonsai.

The chased name could be Chinese or Japanese.

Theses are usually Japanese, as is the art of Bonsai

'Bonsai' in Japan - 'penjing' in China...

Not secateurs, those are spring loaded: I've at least six different pairs for different tasks! Often single blades which mett against a flat surface but some have a pair.

These were originally for bonsai but are often now sold as cut flower snippers. I have them as well. ;)
