Cobalt blue inserts in silver plated items are normally there to protect the interior surface from the corrosive effects of salt and acidic contents. So the first may be an open salt and the second item (with a spot for a spoon to serve up) may be for something like mustard. Do any of these pieces have markings underneath?

It seems like there is no markings on the bottom. Adding another pic for size.

The open salt is likely a master salt, & as Bakersgram said above, the other is likely a mustard.

No markings at all? I'm surprised.
