    The language is Spanish. It is a fancy birth certificate for a Jason Michael Lewis, born in 1976 in the hospital of a naval base.

    As above. U.S. Naval Station Rota in Andalusia, Spain. Looks ancient but... only 1976!

    They were a thing apparently during the Franco regime. Yours dates to just after his death so the coat of arms of Franco's Spain has been removed. Here's information (which will have to be run through Google Translate.)
