Reglazed ? Pottery

I’m thinking that this is not the original finish. Kind of OK on the exterior but peeling on the inside. Is that actually a fired glaze or cold painted?
The design looks like with Asian lotus motif but no idea who made it.
Any thoughts?

I like the colors but I’m tempted to strip it down. Probably it’s plain underneath. That dirty base makes me think recent Chinese piece.

 

I had this figurine and, as I recall, I never listed it because I found it had the same peeling... but I never took a photo.


This figurine was Italian.
