If there are holes in all three tiers then it's probably a whatnot designed to be pierced by a piano lamp. I've never seen this exact design, but I've seen the concept on a number of occasions. The fact that it has open ended shelves shows that the design was not for books.

 

First I thought plant stand, but with the center holes - for a lamp pole? - wouldn't leave room for much around the edges and you wouldn't want to water plants if there was electricity in the middle of a metal stand!

 

A couple of things.

If this is in deed from the late 1800s, which I think it is, they didn't have electricity the way we know it. And this wouldn't have been a lamp table with electricity. Kerosene maybe.

I still think this is a plant stand.

Is the table top level? Lower in the center for water to run out?

 

This is the concept: There's no reason to assume that it has to be a plant stand. And yes, it was intended to be used with kerosene lamps, although plenty of them have been electrified.

Looks like at least one maker is known, (there maybe others) Gebruder Gienanth took out a resgistration/patent in Eisenberg.
(I'm guessing that is the translation.)
