Scarificator - help with marking and dating?

Had a look around and Jetter & Scheerer information is scarce. But seems company was founded 1867 and became Jetter & Scheerer in 1887 when Jetter brother in laws joined. They actually opened a New York and London store and spread out international marker wise in 1893. So could be this is from 1890s ish.

Anyone have any further info or places I could look, would be much appreciated.

 

Yet another device I really don't need; a cat will do just fine for bloodletting. All you need is a kitty who likes to play and whose claws don't retract all that well.
