Scientific Instrument (?) Can anyone tell me what this is??

    If anyone could tell me what this is that would be greatly appreciated. It seems to be made of a cast steel with enamel & the middle part either brass or bronze. It seems at one point the bottom piece would push or pull into the other part but as of now the parts don't move.

    It has remnants of a sticker on the top which says "Quality WELCH"

    Could be some sort of scientific instrument maybe? We really have no idea. Thank you!!
