True, i think Brad & Rauville have this right, american, late 19th century.
In looking at German furniture of this period, the heaviness is gone but the metal work remains & the prices? GET OUT YOUR POCKETBOOK! Gorgeous stuff but gee wiz, 10s of thousands of euros.

 

That is a real looker. I would have said German too.

Bottom shelf has limited use - you can only access from 2 sides, and those are partially blocked off. One's private library is a possibility - less likely a public or college library, me-thinks.
