Strange non silver spoon.

I could use some help trying to identify this spoon and the writing on it.

 

Middle-eastern and brass. Turkish maybe?

Try googling islamic salt spoon / persian salt spoon / coin spoon - the bowl of the spoon is possibly made from a coin (or made to look like one)? Agree it's brass. Comparable:
