Ok we are barking up the wrong tree thinking he may have received the OoTG, his badge is for the Grenadier Guards Royal Cypher.

This is a Find A Grave entry for his daughter Angelica Bishop Barrett, who was also a portrait painter. Somebody typed in a lengthy bio of her but also does not cite any sources.

I think that in this instance the motto does not indicate that the sitter was a member of the order. People who are members of the order are allowed to encircle their arms with the garter and motto. In this instance it looks like the motto encircles the Royal monogram, so it just shows that whoever it is is part of a regiment loyal to the King. That badge would have been a standard part of that unit's uniform.

Many thanks for the links,I now have a lot more info about the history of his life.
It looks like it maybe coming together that the painting may be by him.
I am waiting for the auction house to contact the previous owner(who may have been related to the family) to find out how they came to the attribution of Bishop.
