Spilman who was a Presbyterian Minister in Illinois in the 1820s-1830s. This is just in a quick search. Since the photo was printed in Cincinnati I would have expected a connection to that city. The photo is much later than the dates I found, but also the man in the photo looks rather elderly and this might also be a copy of an earlier image.
