    Indigenous just means it was made in a style which is specific to 'somewhere', by people who are considered to be native to that somewhere. That could be any country, on any continent.
    The style of your bamboo container could be specific to someone, as opposed to somewhere. It would have to be someone who could get their hands on the materials used, which could be anyone, anywhere....

    I am still trying to understand the structure and possible function of this object. From your first photo, it looks like it is designed to sit flat on a table - is that correct? There is a separate section that sits on top of the central tube - is this closed all around, or is there an opening that might receive a knife or other thing? The style of decoration strikes me as very modern, with the artsy staining/singeing of the bamboo. And the use of the putty material for the applied design is not something I have seen on any traditional objects (it almost looks like Fimo polymer clay).

    Yes; the applied decorations look very much like Fimo to me also; this type of construction would be typical of craft-fair items of the 1980s to the present.

    It certainly sits flat, but I've no clue whether it was designed to sit on a table or attach to something else. It's closed all around.

    Looks like we are all at a loss. My best guess is that is was made somewhere in Asia, recently, as a decorative object for sale, with only passing reference to local traditions. Can't even guess what to call it to do an effective google search.
