Vintage weathervane--info?

Looks like a stamp-pressed steel figure, probably zinc coated or painted but coating is mostly gone. Can you see remnants of what was on surface? Is it on the back as well?

The direction letters and ball look like copper, but a rough casting (are they or the figure magnetic)?

Your pic of the back is too small - you need a better closeup of the back since she doesn't seem well attached and either started life as something other than a weathervane or has gotten well knocked around.

 

I think it's a virtual certainty that she once held something in her right hand. If there were any sign that she used to have wings, would guess an angel or Fame, but evidence is lacking.
