    Looks like an architect's rendering of what a house is going to look like when it's done.

    That would be my guess. A rather clinical rendering of the structure.

    But there are artists who specialize in painting properties for sale to the owners.

    I can decipher the German words "für Utilitätsbaukunde", for utilitarian building construction studies.

    Lehrkanzel translates to professorship which might mean professional.

    Architectural perspective drawing. Possibly retained by an instructor for future use. Used to be a common practice in colleges that the best student work was sometimes retained by professors for instructional purposes.

    I made a short film in University.
    The professor gave it an A, and asked for a copy to show his students in the coming years.

    Lehrkanzel für Utilitätsbaukunde und Eisenbahnhochbau

    most probably from the k.k. Polytechnisches Institut in Vienna; the first technical university for the Habsburg Reich and highly regarded at its time.
    my suspicion: thrown out in 1938 by the Nazis because it's resembling Bauhaus in style.

    I believe Fid has identified the name correctly. That one is mentioned in the contents along with several others. This watercolor does appear to be later than the dates mentioned in the title of the book.

    it's not from a history, but about the organisation of the university.

    furthermore please remember that it was an era when Austria started to build train lines like Vienna - Trieste which needed many Eisenbahnhochbauten (bridges etc.). it also needed many new Utilitätsbauten (utility buildings) like stations, sheds, maintenance store houses etc.). their high alpine train lines were second to none - except the Swiss ones.

    Sorry, I should have pointed out that the PDF has a link at the bottom that goes to a cataloging record for the entire book, held at the Deutsche National Bibliothek. http://d-nb.info/580947912

    I could be wrong about it being a history. The full title and attribution is Die K. K. Technische Hochschule in Wien 1815-1915 : Gedenkschrift / hrsg. v. Professorenkollegium, red. von Joseph Neuwirth. It was published in 1915. Since it covers 100 years, I was assuming it at least includes some historical information.

    But that is really a minor point related to the question at hand, since the picture in the original post appears to date from after 1915.

    Fig correctly pointed out that the publication dates from 1915 and the picture dates from after 1915. That is all.
