    Looks like a door hinge pin that was altered

    If tiny, there were some old measuring tools with a small pull out marking scribe that was similar

    an awl......sounds good.
    Again , the head looks like it's been tapped on....& i use something like this to make starter holes for my wood screws.....so.....?

    I have an old carpentry square with a scribe that is kept in the handle section; looks very much like this.....

    Yes, it is a "scratch awl" for inscribing lines into metal. Often after blueing was applied to the piece of metal you are laying out to show the inscribed lines better.
