    Not sure what I would call it other than a late Victorian (or just as likely Edwardian) pastiche, vaguely based on a Windsor chair. Looks to be birch with a dark stain.

    I'd say 1910-20, Edwardian as verybrad mentioned. The top rail is commonly seen on....wait for it....Windsor rockers. Value in my area at auction would be about $10-$20.
