What kind of tool is this?

    Is it perhaps a nail setter, or part of a punch set?

    Thanks for including size. As evidenced by the difference in degree of oxidation between the two diameters, this seems to be a “pin” from a specific machine rather than an independent tool. Such pins are often used to lock various settings on a complex machine or tool. The un-oxidized portion was protected in a hole in a machine until it was lost or discarded with an obsolete machine.

    Good guess, some factory worker may have rescued it from the scrap heap intending to repurpose it as a drift or a set. You can tell it didn’t start life as something intended to be hit with a hammer because the knurling is right next to where the hammer would strike, and the knurling is where the fingers hold the item. Ouch! This item has never been hit with a hammer, nor do I think it was intended to be.
